However, inconsistent interpretations of legislation, site-specific rules, and a lack of clear guidance from regulators continue to undermine industry best practices. This challenge led to the formation of the Mining Industry Association for Fair and Clear Regulation (MIAFCR)—a collective voice advocating for transparent, consistent, and enforceable brake testing practices across South Africa.
Why MIAFCR Matters
MIAFCR was founded to address the growing confusion and inconsistency surrounding dynamic brake testing requirements. Currently, the industry faces significant challenges due to:
- Contradicting Information in Legislation: Existing legislation related to decelerometer-based brake testing is often vague, outdated, or conflicting, leaving users without clear guidance on compliance.
- Lack of Regulatory Support: Industry stakeholders often receive limited or no feedback from regulators like the Department of Mineral Resources and Energy (DMRE), creating uncertainty about best practices.
- Site-Specific Requirements: Without clear national standards, site supervisors and engineers frequently impose their own testing requirements, which may not align with legislation or industry norms.
- Accountability for All Decelerometer Users: There is currently no unified standard holding all decelerometer users, regardless of brand, accountable for conducting tests according to fair and transparent procedures.
Our Vision and Mission
MIAFCR’s mission is clear:
- Advocate for Fair Regulation: Engage with government bodies and regulators to ensure legislation is applied consistently and reasonably.
- Promote Industry Best Practices: Provide guidance and education on accurate brake testing methodologies.
- Report and Challenge Unfair Practices: Identify and address site-specific requirements that contradict legislation.
